Default [Q] Passive Android Mapping

Sprint Note 3 here.

Just today, I started getting this notification that Google was "Passive" updating Maps. When I got to work, when I got home for lunch, when I got back to work, when I got home for the day... every time I moved locations it popped up. I have had the phone since launch (10/2/13) & have never seen this before.

It also eluded in the settings that it would "only" drain 10% of my battery on any given day.

I tried searching to no avail so I ponder, WTF is this, & should I just disable it?

It means that some application is using maps to "passively" update your location. Not sure why it displays a notification though. It can be done from an app like Facebook or G+ or even the camera.
