[Q] charging problem

im using SGS III mini GT-8190 rooted

while using OTG-cable with mouse connected into it after battery dried out,i did the usual to make it back in charge mode
charge signal on but the % decreases no real charging happed

after a cuple of trys its completely go back in drain mode
its seems im stuck in some how programably and maybe hardware stuff
but im looking for software solution
most custom rom didnt change the man system file such i2c or ab8500-reg.0 which i think it comes with stuck room
cant get the USB cable work in Download Mode
however it works in normal mode "while android is running" and i could connect to odain as USB-debugge with COM port but stuck in
"setup connection..." and then "failed "

i had TWRP recovery
is there a way to break through .img file system so can be re-write through TWRP
or
How to convert ROM to be flashable from .tar.md5 ----- .zip

Problem solved
By changing zenar diode ZD501 near usb ic switch
Thanks to me and friend who had the same device used for testing values
