My Play Music runs smooth. So does the rest of the tablet. I don't use art, and I run the regular kernel. My modifications are as follow:
Minimum CPU: 594 MHz. (huge factor I think.. Just for backgrounding and a few extra MHz at initial click.)

That's pretty much all I've been doing. Lulz. I just don't see any issues. I thought I did more, from what you have been describing, lol. But I see no problem. Also, I don't really have any apps installed. I run movies from my SD card and I play music thru cloud Play Music.
Comparing the same rom on three different devices.. Is just not fair at all btw. They are maintained by different people, with different time schedules. There's a reason why we have "device" specific fixes in the logs. One of the reasons the CM11 tends to run a bit less stable on the newer LG devices is the fact that LG are meanies and if I'm not mistaken they play tight with sourcecode. Besides, Nexus and Samsung devices are like.. The darlings of developers, I'd expect those to be in the lead of the development when it comes to fixes and stability.
How ever, I acknowledge your worries. But.. Patience man. Kernels, coding.. All that shizz, you don't just copy files from device to device and boot. Same as you don't just compare 3 different devices just cause they run the same rom on the surface.
Just to be clear, my tablet runs really, really smooth. And to draw another card, ART is still in alpha. right? (I know you said it runs smooth on your other devices, but anyways.. Testing alpha's wont bring great stability.
You can also try going into development options and disable all the various "animation scale" options. That sped up my LG G2, where CM11 is rather unusable atm.
So I'm on the other side of the fence. This tablet has no lag.. It actually "glides" thru my content and Google Music just to compare with you. And my phone is having serious issues dealing with CM11, as anyone else in the G2 forums. And simply, it's because everything has been written for it without relying on anything from LG. There's been nothing to look at since LG released nothing until a few days ago. Some devices just got the KitKat OTA. This may help. Just as flashing the chinese ICS update on the old Galaxies was troublesome, we had to deal with it, simply because we wanted the newest, without waiting.
Point from all my blabber.. Patience. And I understand your question. I just don't think a simple answer can be given.
