Not really up to TCL - MediaTek just don't have a working 4.4 tree themselves. No MTK device anywhere has.
Google did change their policy lately that they won't certify devices that release with older Android versions if its been 9 months since release, But i doubt MTK cares much about Google certification - As they sell mostly in China where you don't have Google Apps to begin with.
It will mean that some companies like Oppo and Sony might reconsider releasing devices with an MTK chipset for intl. models, But we'll see.
Omni has a working tree for the Oppo R819.

As you can see, almost everything MTK related is broken - which is more or less where omni and such are at. This is a start, though. With more work by the good people like xplodwild and drshadow, etc (donate to motivate! ^-^) we'll get there.
Specifically, the hwcomposer is an important milestone to reach.
