Default [Q] cannot format my 64gig sd card by any means

Hey!
not sure if its belong to here but couldn't find anywhere better, any way-
I'm trying to format my s4 sd card's. sandisk 64 gig ultra.
can't do that.
first I tried to just use window's one(card in an adapter in my laptop)
it said that it's locked. it wasn't
I tried to use some other software, deep format ect'
did it thing, said that its been formatted, but it's all still there! I tried to manually delete the files on the phone, it "deleted" them, but when i replug it to the laptop they were back!
what can I do to finally format it?
thanks!

no good. on the app it shows that it works, but not really. the drive itself stays untouched..

In windows in run type cmd n hit enter.
now type the foll command: convert drive_letter:/fs:ntfs
you can change ntfs to FAT32 as per your preference. It will clear your lock issue n will also format ur sdcard. All the best n let me know the result.
