Is it possible to turn s3 Into google play edition?

Can it be done how is the Google play edition different from regular touch wiz rom

No. There is no Google play edition s3.

CNexus is right, there isn't a GPe of the S3, but the difference between a normal and GPe of a phone is that the normal one has the regular ROM (in the S3's case, 4.3 with TouchWiz) while the GPe has a stock build of Android on it, and therefore receives updates from Google instead of the OEM that built the hardware. If you wanted to make it 'GPe', you could flash Cyanogenmod 11 or SlimKat (two most stable AOSP Kit Kat ROMs I've found so far).
