You can do it with GIMP. (it's free)
  1. Open the png with GIMP
  2. Right mouse click on the picture
  3. Navigate to Layers "Windows / Dockable dialogs / Layers"
  4. Set your favorite Opacity
  5. Save

Thanks for responding, but I have decompiled the apk and do not see any png titled background or that looks like background. Are there many pngs that we need to edit? I thought it was a line in the xml that had to be changed to make only the background transparent.

Edit: Ill try your method. I just unzipped the apk instead of decompiling and see some pngs that may be background. There is many pngs so Ill report back.

Sorry, but I have only the 4.4.2 widget, but should be the same.

I think you can't do it without decompile and build, because there are some jpeg files.
You must save jpg to png, than you can change the opacity.

Backgrounds are: day_cloudy...; day_lighting...; day_rain...; day_snow...; day_sunny..;
They are in the res / drawable-sw360dp-xxhdpi

Your instructions worked perfectly and it was pretty simple in the end. I chose to use 25% transparency as a test but it looks fine. My phone is the SGHI337 Galaxy S4 but Im using a 4.4.2 rom which has the S5 themed Launcher and S5 accuweather widget. Thanks for your help.
