It's not 4.4 but 4.3.

It'll be 4.3. I think I read somewhere that a device can't be updated to 4.4 from any other version other than 4.3 via OTA. Maybe I'm misremembering though.
Main Device:
Sony Xperia J with Vengence 1.43 Kernel & Alienware v1.4 ROM

Other Devices:
HTC Hero with CM 6.1 ROM
Samsung Galaxy Mini s5570 with New Experience v10.1 ROM

Even if it's true that isn't a problem. Sony has it own update app for PC - Sony update service.

My theory is

15.1= 4.1
15.3=4.3
15.4=4.4

That doesn't make sense... Xperia M dual will get 15.5.A.0.16 = Android 4.5?

BTW, it's going to be 4.3. All flagships Xperias haven't received 4.4 yet, so,why our mid-range Xperia would get KitKat before the flagships? Doesn't make sense at all
Sony Xperia M dual [C2004]
ROM: 15.5.A.1.5 (stock)
Android version: 4.3 (rooted)
Bootloader: locked (unlockable)

As far as I'm aware they haven't mentioned anything. All release dates are speculation at the moment.
