Yes, you need to have an unlocked bootloader for any ROM that uses a custom kernel, as the one in this ROM.

haven't tested (don't have a cable) but i think it's safe to say that it does *not*, since it doesn't work in *any* of the custom roms.

what i'd like to know is if there are any plans to build a kernel based on the new 4.3 sources.

Mhl does work on the latest Omni nightly due to the integration of the new kernel/props.

how can this be official when sony have not yet released 4.4 for xperia t yet?

It's an official LiquidSmooth rom release, just like you have an official Cyanogenmod release. You have to understand the difference between te official and aftermarket solution.
