You're facing sdcard bug.

This is how to solve:

1. Flash stock recovery
2. reboot to bootloader and perform "clear storage" (While in bootloader NOT in recovery)
3. Flash custom recovery again (Must be compatible to Android 4.4.2)
4. Reboot recovery - mount usb storage - copy ROM.zip to sdcard
5. Install rom
6. Reboot immediately to fastboot and flash kernel (boot.img) via fastboot commandline
7. NOW boot android (Not at any time before!)

Sure:

Stock --> DL

PhilZ CWM --> DL

Keep in mind to unzip PhilZ CWM before you can flash it using fastboot

Did you follow ALL steps in exactly this order?

---------- Post added at 03:43 PM ---------- Previous post was at 03:38 PM ----------

If yes you can go to windows device manager. There is a device called "One S" or "ville" while phone is connected. Delete the device and sd card will be shown up in windows. Sometimes HTC drivers are kinda buggy.

internal storage = sdcard for HTC One S

Just get the driver fixed and it will work. Have you tried enter sd card in recovery?
