Default HTC Power to Give

I decided to download this and check it out. I expected to see all 4 cores running 100% @ 2.3GHz, but it seems to be throttled at 1.7GHz when all 4 cores are maxed out. CPU and Battery temp are normal so it's not overheating or anything.

Has anyone else played with it?

Using Trickster Mod, I enabled frequency lock and it worked. Now all 4 cores at 2.3GHz @ 100% load. Now I can warm my hands...
