CloudMagic will do the same thing if there are multiple new emails, but I was seeing the same issue with the stock email app. This is the only app I've found that doesn't get rejected by the exchange server. My guess is that since there is no direct device interface the server can't tell whether or not my phone is in compliance with the security policies. Also doesn't require a lock screen PIN/password. Now if they'd just come out with a calendar app...
