why changes to system are reset to default after wipe?

I have an HTC One sv, android 4.2.2
I did changes to "default.xml" file in \system\customize\cid\, but after factory reset all change go back to its default stare,
how can I do a stable change to this file?

it's s-on, and kernel is not custom
I just want to enable hidden languages

Stock kernel and S-On has write protection. Any changes made will be removed upon restarting your device. They are merely temporary changes.
