Did SM-V700 can connect to wifi?

Nope, lacks the hardware to do that. Only Bluetooth Internet tethering.

what if you overclocked the bluetooth radio with the gui interface thru the ping command in VB.NET?

I imagine you would have a battery hog that way.

If Wi-Fi is needed there is an app that can spoof Wi-Fi. It will make your Bluetooth appear as Wi-Fi.
