My E970 got "permanently locked and can not be unlocked", so I was searching and found out this:
http://forum.xda-developers.com/show....php?t=2425816
An user " UberKaeL" fixed the situation by replacing the EFS folder from another E970. As You can see, I'm not able to use my phone and I can't afford to buy a new one. I'm willing to pay to anyone who can help me! I need the files, not for anything illegal, just to use my phone. Anyone willing to help can PM me, please, im desperate!

Sorry, but you cannot use another user's EFS files. Period. You would be literally cloning the IMEI of the phone and the networks would have issues as they would see 2 phone's with the same number. Nobody is willing to have that happen to their phone's IMEI.

You need to sell it and buy another that's not perm locked to at&t. That's the only solution. :-\

Good luck.

maybe an octopus box could be the answer(dunno if it can fix it though). You will need to find somebody in your area(repair centers should have em) that has an octopus box.

I've heard of EFS files that have been zeroed out. Don't know if it works, but I'd try that thread.

He never made one for e970 and said he regrets making it for ls970 as it was being used for shady purposes.
