Cannot see unicode file names after updating to 4.4.2

When I was on ICS and JB, even if my phone was in English, I could see foreign language filenames correctly. When I updated to 4.4.2 they now become junk file names like if I was using a non-unicode OS(like Win2000 or XP).

Edit: It could also be a IDv3 tags not using unicode when in English... but you can see this really hurts listening to music even though my primary language is English...

Device is Galaxy S4 from KT.SHV-E300K using latest stock rom.

I have tried everything to fix it, this is frustrating.

I will take a look on my device, but for now it looks like wrong codepage used... I have no better idea...
On the other hand, my device is only in english... might not find solution for you...
