Default Windows 8.1 and flash new firmware

It seems that Windows 8.1 is not a good choice to do the flashing custom rom (for Xperia mini?), isn't it? Is Windows 8 a better choice? (I do not have Windows xp or windows 7)

After 3hours of struggling with adb driver in Windows 8, I gave up, then just checked with 8.1 for unlocking bootloader, it was surprising that my WIndows 8.1 do not need to install adb driver but still be able to unlock bootloader with SE Bootloader by quangnhut123 (despite the fact that I have to go to sony website to get unlock code)

Windows 8.1 works same as Windows 8 without any issues, if you have installed update KB2917929 (usually installed automatically).
