Default T-Mobile & wi-fi calling on dev edition

Dev edition vs T-Mobile version, are these hardware differences, or software? Could I flash a T-Mobile radio onto a developer edition to unlock the bands to get HSPA+ on PCS(1700 and 2100)?

Also T-Mobile plans on rolling out 700MHz LTE later this year, would this be compatible?

The developer edition is an "AT&T variant" which restricts some bands, meaning I drop down to EDGE in some areas where T-Mobile hasn't refarmed(modernized) their spectrum.
