An update on what I decided to do.
I went ahead and bought a Moto X Dev Edition instead. The touchless controls and near stock experience sold me on it, (so I maybe won't have to put a ROM on it after all) and Moto supporting unlocking it without voiding the warranty.

The Galaxy S4 currently is about the same price as one, I know, but I can't stand having that locked bootloader and Samsung's style of throwing so many features in the user's face hoping they would like at least one of them. And TouchWiz. Ugh.
