Default How to save app to ExtSD

I swear I read that reviewers stated that the size of the OS wasn't a big deal as Samsung was going to allow apps to be saved on ExtSd, despite KitKat blocking that. Is this possible? I can't find the option.

On application manager, only some apps can be moved though.

If you go to Settings>Applications>Application Manager and click on an app you will see the button Move to SD card. An app like AppMgr III (app 2 SD) will also indicate which apps should not be moved. It will also tell you that an app can be moved to the SD when you install a new app.
