[Q] Help Disabling RIL

I would like to know how to disable radio interface layer.
I use this android for wifi only and it is constantly scaning for signal even in airplane mode so it never goes into deep sleep.
Phones always in airplane mode.
I don't have service on the phone.
data is ticked off.
Ive removed all phone apps and all that does is remove phone status in about phone menu.
I've tried reflashing pac rom and a few other roms this even persists in stock.
Ive tried removing anything that says ril in build prop. including cdma and radio stuff. (no clue what I'm doing lol)
I've heard Flashing a blank baseband would fix this but can't find one.
Ive been at it for a month on and off and this is me asking for help, and I will not accept it can't be done! ^. ^
This isn't a huge problem as the phone works fine, but I'm a control freak and want that extra battery for stuff.
If there is a way to at least make it stop scanning I'll take it!
Any advice/help is greatly appreciated, thanks in advance.


in catlog I get this over and over and over and over and over ect.

in baetter battery stats phone signal scanning time is always matched with the time the device has been on.
