Anyone know how to make the camera better

It seems I'm in a rather compromising situation when it comes to the gs5's camera. If I turn on picture stabilization, the camera has an agonizingly slow picture rate. However, if I turn it off the pictures look no better than my old blackberry (grainy). Does anyone know any modes that gave a measure of both quickness ad photo quality?

That is my good example on this topic, this picture is taken with the front facing s5 camera in very low light
