I've seen numerous threads and things about unlocking the bootloader on the Verizon M8 and I'm curious if it still works?
I plan to get one tomorrow and I want to be sure that when I pick it up that i'll be able to root it and unlock it for use with TWRP and custom ROMs.

So would a brand new one from the store be unlockable from the start? Anything else I should know?

Take the OTA update that pops up when you connect, then follow the weaksauce section of the firewater guide. I just unboxed mine yesterday and I'm fully unlocked, s-off, and rooted now.

I refused the OTA, does that step make a difference?

It makes no difference for achieving s-off, which is what OP was asking.
