At a guess I would say diamond purely due to the nature of the crystalline structure of the atoms.
To get the values of the tensile strength of any given material you need a machine that pulls and puts point load on a bar of said material. The machine also comes up with the resulting value. Hence calculating tensile strength is not something you can just calculate.
