[Q] Location Services Consent

Default [Q] Location Services Consent

Is there a way to remove the two consent warnings/agreements every time I use the location shortcut on the notification pull down?
Galaxy S5, Nexus 7 2013 (Stock), Thunderbolt - Shifts3ns3 2.1.1, Transformer Prime - Stock Rooted, Rezound - Vigor360. Loaned out to family: Samsung Galaxy S IV - BoneStock V1.1.4, OG Droid - CM7, Samsung Galaxy S III - CleanRom

I imagine the only way to do it involves the item we have yet to get.
