[Q] Can't switch network mode to 3G.

I've got this S4 mini here and I can't switch network mode to 3G. It fails when I try. I've tried different Sim cards so its not a network problem.

Its on stock ROM jelly bean 4.2.2. Nothing but normal social network apps installed
