Battery really doesn't effect boot.
The EXE is preferred method of RUUing, it formats partitions and restores most "odd" problems like this.
Something isn't right though... I understand not being able to start recovery on the phone, that can be caused by any number of issues, but if you unlocked and can't boot recovery via fastboot, I'm honestly stumped why you can't recovery to start.
Have you tried taking a stockish ROM like one of the stock roms based on 3.14.605.12 (or the full ROM ruu zip file) and flash it via PM98IMG.zip method?
