What is car mode and what changes does it make?

But when I use a car mode it does not speak out my notifications. ?

You've probably not installed the Google text to speech (tts)

Yes I have.
I have the Google text to speech engine installed. And I see it in my language options.

Probably the phone doesn't support that option try a 3rd party app
