I want to flash the Harman Kardon RUU (1.54.654.9) on my Sprint M8 in order to test whether the SIM unlock works with it (It doesn't work with the 1.54.654.8 software that I'm currently running.

I want to have the option to full restore the current condition of the phone, in case the RUU will cause any issue.
If I run backup in the TWRP recovery, flash the RUU and then restore that backup - will the phone go back to its current condition or does the RUU flashes stuff that aren't backed up by the recovery?

The RUU flashes radios, and such that update firmware. To go back you'd have to he s off and flash a nandroid and flash the appropriate firmware package.
