can i restore this backup to phone B

Only backup your programs with data, contacts,WiFi keys etc, not all Rom and settings. Use special program for it like titanum backup

No with cwm you backup all Rom and if you restore this in another phone, they won't boot. Unless another phone is the same model. Example phone A and B both are Incredible S

You can just restore to the same phone.
But you can use TitaniumBackup to backup the apps and restore to another phone.
