Hello

Got an HTC One which has no operating system and is not being recognised by Windows 8.1; the phone is:
  • RELOCKED
  • S-OFF
  • HBOOT 1.44.0000
  • RADIO 4T.27.3218.14
  • CID HTC___001
  • MODEL M7U
  • RECOVERY 3.62.401.1

HBOOT was originally 1.57 and once it was changed, Windows stop recognising the phone.

Any help to get the phone up and running would be appreciated.

Windows is your problem, not the phone and defo not bricked, HBOOT 1.44 doesn't work with windows 8+ you need windows 7, or you can try Ubuntu live CD/USB

If you search the forums there is a potential fix around here somewhere, some hacked drivers etc, I don't have links to hand at the moment, sorry, for some it works, for others it doesn't.
