So long as the app you are requesting is not a paid one or if it is you are not requesting it for free then this thread is ok. If you are thinking of requuestig a paid app for free then do not as it is against the forum rules:

6. Do not post warez.

If a piece of software requires you to pay to use it, then pay for it. We do not accept warez and nor do we permit any member to request, promote or describe ways in which warez, cracks, serial codes or other means of avoiding payment, can be obtained. This is a site of developers, i.e. the sort of people who create such software. When you cheat a software developer, you cheat us as a community.

Please also post questions in Q&A in future not general, thanks.

Plenty of apps on Play Store, to which one are you referring too?

You can get the DTV app from a C6943 system dump easily. But you can't get the hardware DTV decoder from the C6943 on your C6903 that easily.

Yes. With that we get to watch regular OTA TV on the phone, which is nice to have (specially for sports, regular TV on Brazil really sucks). The included app itself is as simple as it gets; not sure if there is a way to use other apps with the included hardware capabilities.
