Default Rooting vs. S-Off or both...

I'm about to get this phone next week, coming back to HTC after having a GS3 for the past 2 years. I've been reading the threads and wanted to be sure of a couple things before goin thru the root process...

If I root but don't s-off, can I still flash custom ROMs? Alternatively, if I do s-off after rooting, what additional capabilities will I have? Specifically, I want to be able to flash custom ROMs and kernels, and have the ability to remove apps from system/app folder and install an ad blocker - to do these things, is it a must that I'm rooted AND s-off? If I have to be s-off to do these things, is there any point to being rooted but not s-off?

Thanks for the help guys!!! Getting excited...

Hit the second link in my sig. I think that will answer most of your questions. It's best to be rooted and S-off and since there is a new S-off exploit for devices that Firewater doesn't work on, there isn't really a reason not to be S-off.
