What you are talking about we would call this boot into recovery I believe. It's likely throwing people a bit.

Usually on Samsung devices it would be power, volume up and home.

Recovery - Turn on the tablet holing the power + volume up + home button

Download - Turn on the tablet holding the power + volume down + home button

What is download used for?

The "Cold Boot" on the Asus Transformers... Had recovery options but you can also hard clean the cache files. That couldn't be done by app or the device itself.
