Not to trouble you too much, but i didn't find mpdecision in my /system/etc/ folder. I'm on validus at the moment

Yes i have... But the cpu is stuck at the max set value all the time...
Edit : I think i've discovered the problem.
1. The 'performance' governor was the problem coz now I'm on interactive and everything is fine. The performance governor is misbehaving, it sets the cpu to the max value constant.
2. On the other hand, powersave governor sets the cpu speed to the min set value no matter what... For me it stayed at 384mhz all the time.,

It may be a glitch on my phone's part... But maybe those two governors are busted.
If you get time, i hope you will check to verify whether they are still ok...

The performance setting typically locks the CPU at max frequency by design. This link has a good description of a bunch of governors.
