Its not that mate we can post ROM without boot.img which is the GPL part of the ROM so not boot.img in it= No problem for XDA
Though i also think doing outside XDA is a better thing

The trick is in the kernel and in the drivers - not in the apps.
No kernel sources - no tricks.
No kernel sources - no driver updates as they have to be built against the kernel sources.
No kernel sources - no optimizations because you don't know what parameters you could feed to the kernel.
