I used it on my SGS4 previously and it did nothing to improve battery...

So I solved my problem without having to do all of the steps given by timmaaa. But, I still don't know if it is related to google play services.
Android OS stopped having wake time and battery life is awesome once again. However, it is a temporary solution as what I did was simply switching location services from "High accuracy" to "battery saving".

If you really want to save battery:
1) Use franco kernel
2) Use Greenify donate with Xposed
3) Use Deep Sleep Battery Saver with Xposed (not recommended)

Don't forget there's a battery saving mode on the phone. Add the "Performance profile" module to the tiles in quick settings. You can then toggle to "power save" mode. It limits CPU to 1036 MHz by default.

You'll need to enable developer options in CM11s if you want to customize the clock speeds of each mode.
