Can you access adb? To check logcat while it's booting (and possibly find out why it's bootlooping)?

What did you use to format the partitions?

I can access adb on my laptop...and I used the "fastboot format" and "fastboot flash"
How would I check the logcat file?

I am unable to get my Nexus to show up in command prompt when I run "adb devices". Not sure what to do.
