I'm having the same issue. I have Wifi Tether running and connecting via IP4, but there's no data being passed. My clients even get a solid IP via DCHP on the phone.

For clarity, this isn't the same issue I'm having. An ipv4 apn results in me not getting mobile network data.

I see. Not just during tethering, but no mobile data period? I get mobile LTE, but it won't send it over to clients when tethered.

What build number has Bluetooth Tethering as an option?

I just got mine at a store and that option is not on my S5
