After renaming C:\Windows\Inf\wpdmtp.inf to xwpdmtp.inf, I'm now able to see the TouchPad in Windows 8.1 pro using Media device (MTP) on the TouchPad . All I know is that this worked for me.

*** UPDATE 2 ***
After renaming the wpdmtp.inf in UPDATE 1, Windows 8.1 pro was able to install the MTP USB Drivers for the TouchPad and re-created a new wpdmtp.inf file.
And how did you figure out to rename that file?

It dawned on me that I had the same problem with Windows 7 pro, so I thought I try it again with Windows 8.1 pro. Now I have everything working including all 4 Bluetooth.

Thats fantastic, However if I remove webos will I be able to reinstall it later?

Complete Data Reset wipes everything off ur TouchPad including webOS and starts u fresh...
