If you're using Photoshop don't worry about the size, just use the rectangular marquee tool > fixed ratio > width 9, height 16. You need to start with a good size picture or it will be pixelated.

Save it as a .jpg. I dunno if .png works.

For me, only png worked

If you're using this tool [Boot Splash Creator for HTC One (M8)], then .jpg .png .bmp should all work. Even .gif works (not animated!) but results may be unpredictable depending on color space / palette.

Your picture will be resized to device native resolution (1080x1920 in case of M8). Note that you will lose color information. Your picture is most likely 24bit RGB (888) but the splash is 16bit RGB (565) so if you have subtle gradients you may end up with color banding.
