which file manager is best for this? Also what do the permissions mean and how do I change them?

I use root explorer. To change the permission long press the file. A box will pop up. You'll see a plethora of check boxes. For owner you want read and write checked (rw) for group you want read checked (r) and for others you want read checked (r). To shorten things up we write "set permissions to rw-r-r."
