It just depends on what phone and which carrier you are talking about.

CDMA phones will not work on GSM carriers unless it is made specifically to do so (e.g. the Sprint Note 3 (CDMA) can apparently work on T-Mobile, which is GSM), which most CDMA phones are not. An unlocked CDMA phone should be able to be used on other CDMA carriers though.

CDMA phones can't be unlocked to another CDMA carrier, they must be flashed. Flashing doesn't require to be unlocked.

The idea that changing the IMEI is against the law is incorrect. There is no law in the US prohibiting such. Bills have been introduced in Congress to make it a crime but nothing has come from those efforts. Here's a press release about one introduction.

Boils down to this: we have bills being proposed to make it a crime. That is enough evidence that it currently isn't a crime. You will find no such laws if you look.

Is not illegal to change an IMEI as long as you owned the IMEI that you're changing it to. I am in process to buy the device that will change IMEI's and I'll be offering this service very reasonably and soon.
