Um my computer has 4 usb ports. 2 usb 3 and 2 usb 2. 1 usb 2 ports is used by wireless mouse/keyboard, one usb port used by speakers
I ran it as admin, first using the usb 3 and then usb 2.
Edit- just disabled driver verification.

OS: Win7 Home Premium
Device: Nexus 9
Version of Minimal: Latest
Issue: device is not recognized
After installing Minimal, then connecting the N9 to PC, starting Minimal, I type
adb devices
no devices are listed
Then i type
adb reboot bootloader
No device found
I have enabled USB debugging on the N9.
I'm about ready to pull out the hair I have left.
One odd note: When opening device manager, I don't have "Other" listed, Google Nexus is listed under Samsung Phone (never had a Google Nexus)
Any help would be greatly appreciated.

Ahhh - older device drivers often interfere with new ones. Uninstall the Samsung driver. Reboot the PC, then connect the N9 and it shoud install it's drivers.

A follow up to my last post.
Now, when opening device manager, there is no other phone or device, not even the Nexus 9 listed.
No devices appear when running: adb devices
LG drivers are installed, but nothing shows in device manager.
if you arent getting any device shown in Device Mgr try a differen cable, and then a different usb port, hopefully that will get the device listed (albeit not necessarily with the correct driver yet installed)
This is crazy. I'm over 40 and have plenty of patience but this thing is kicking my arse.
Uninstalled LG drivers => rebooted pc
changed usb cable
switched usb ports
Same outcome
After uninstalling Samsung drivers and pc reboot, there were no devices listed in device manager ie - Android, Nexus, LG, Samsung, etc. The same can be said after uninstall of LG drivers and pc reboot.
Now, after connected the Nexus 9, and once again, "error no devices" after typing "adb reboot bootloader" I've got Samsung phone once again listed in device manager.

Typically if you want to install ADB and Fastboot you have to download and setup the Android SDK (If you really want to learn about Android Development I highly recommend downloading and installing the full Android SDK from here), but this can be unnecessary for people who just want to install ADB and Fastboot. To simply the process I created a windows installer that will install the latest version of ADB and Fastboot for you quickly and easily. The total installation of Minimal ADB and Fastboot is around 2 MB in size (Compared to the 90+ MB size of the Android SDK Tools, and 425+ MB size of the complete Android SDK) making it very lightweight.
How to Install
- Easily Install ADB and Fastboot with a simple to use installer

- Your device is plugged into your computer
- You have USB Debugging enabled under Developer Options (Note: This may be listed as ADB Debugging on some ROM's)
- You have installed the necessary drivers and your computer is recognizing your device
- Download the Minimal ADB and Fastboot setup.exe from here
- Follow the Installers instructions and select where you would like to install Minimal ADB and Fastboot too (For simplicity I choose to install it to the Desktop)
- After you have chosen where to install Minimal ADB and Fastboot too select whether you would like to create a Start Menu Folder or not for the instalation
- Once you have chosen where to install it to and if you want to create a Start Menu Folder select the install option
- After the Installation Wizard has completed you can select to start Minimal ADB and Fastboot
- You can also start Minimal ADB and Fastboot by navigating to the Start Menu Folder you choose to create during installation or the desktop shortcut you choose to create and selecting Minimal ADB and Fastboot
- You should now see a command window open, with the command window open you can now issue ADB and Fastboot commands to your device
