Google play downloads extremely slow?

HTC M8 here, ever since I upgraded to this phone I have experienced slow slow speeds with Google play store.

When updating an app, get 130k per second. This is with wifi OFF. Speedtest shows I have at least 20mb/second downloading no problem.

Anyone else have slow updating speeds?

I'm having the same problem. I'm using Samsung galaxy 4 on CyanogenMod 11 with Telus. Its so slow downloading on Google play but fast on WiFi and when I watch Netflix or internet, its fast on LTE... So annoying.

Tried Factory RESET !!! < No LUCK
Change Google Account < No Luck
Change Routers< No LUCK
Changing ROMS <No LUCK
CAN"T FIND A SOLUTION !!!!!!

You guys can try clearing cache? Also makeing sure that you have the newer version of google play store.
