Interesting combination of ideas. I have implemented some similar ideas having to do with WiFi/data/bluetooth connectivity into one app: LeanData. Give it a try, and let me know what you think. Maybe you can put it in the original post if it works well for you.

If Your Smartphone is rooted then You Should use "PIMP MY ROM" application For Some Battery saving and Other Tweaks
I Found them Very Usefull...

I would like to highlight a genuine app which saves a lot of battery
AutoCon Play store
It will control WiFi, Data, BT while screen goes off and periodically activate them depending of the schedule user sets.
++ It also has ability to kill/freeze/greenify/hibernate selected apps
