I suspect your problem is the custom recovery you are using is not actually wiping / erasing. The other possibility is you need to erase 'userdata' partition. That will wipe your entire 'Internal Storage.'
The reason ADB is not working is that CM11 changes the device name, so your PC no longer recognises your phone and the drivers can't be used with your strange devices. This will all go away when you return to a Stock Motorola ROM.
I suggest you fastboot flash a factory firmware image.

OP states all zips are custom recovery flash-able. You don't use fastboot at all.
