There you go thats the NEW one if you have the OLD one just throw it in the recycle in do the following in COMMAND PROMPT:

cd c:\program files
cd microsoft xde
cd 1.0
XDE WM70C1.BIN

also make sure the file is in this directory!

MAKE SURE YOU HAVE THE SPECIAL VISUAL STUDIO 2010 EXPRESS EDITION WITH WINDOWS PHONE DEVELOPER TOOLS INSTALLED BEFORE USING THIS!
