Not sure what did you mean actually by health of wifi, but you can try these 2 codes:

#1- Use Phone INFO ★Samsung★ app > Menu > 'Secret Codes' > 4636 > Launch 0 > WiFi Information.

#2- Also in the above 'Secret Codes' menu, select 0011 > Launch 0 > Menu button > WiFi.

Please note that #1 requires root to work. The secret code *#4636# does not work on Samsung dial pad without root. If you don't have root, you can try #2 by open the Dialer and enter the code *#0011#.

As the path shown, that file is located on the efs partition.

If you can't find that file, you can use my app Phone INFO ★Samsung★ > Menu > 'Secret Codes' to launch the code.

Is there any way to see technical radio information such as what frequencies are in use for data, voice, WiFi, blue tooth, and what the SWR is? And, is there a way to see technical data about the cell tower you're going through?

Not sure of the first part but for the cell tower details have a look at http://opensignal.com/
