I dont mean to be rude but following this logic, my advice to him would have been to use his phone in airplane more. That way battery life would be extremely long.
Doesn't make sense to have a device that runs @1.89ghz running at 374mhz. At that speed the phone would be practically useless. I understand you're trying to help out a fellow forummer but the advice has to be logical. @ 374 the cpu would take so long to complete tasks that the battery savings would be almost negligible. What you really want is a governor that is able to efficiently switch between idle and full speed based on the workload it has to manage. Its the race to idle argument all over again.
